With over 23 years of experience, Winston has reshaped municipal law and led landmark cases that have significantly influenced the state’s legal landscape.
Winston’s monumental wins include City of College Park v. Clayton County (2019) and City of Atlanta v. City of College Park, both of which transformed Georgia law. Winston’s work ensured that the City of College Park could continue collecting millions of dollars in alcohol tax revenues from Hartsfield-Jackson Atlanta International Airport, securing vital funding for the city. In City of Atlanta v. City of College Park, his legal strategies led to a groundbreaking decision that redefined municipal tax authority and government tax exemptions, saving cities across Georgia millions of dollars in disputed tax revenues.
These landmark cases and financial successes have delivered significant benefits to local governments across Georgia, establishing Winston as a key figure in public sector legal services.
Winston has also been responsible for issuing billions in bonds as part of his work in public finance, showcasing his deep expertise in managing complex financial transactions for local governments. Winston is admitted to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the Eleventh Circuit, all U.S. District Courts in Georgia, and all Georgia state courts, including the Georgia Court of Appeals and the Supreme Court of Georgia.
Winston’s career includes teaching as an adjunct professor at the University of South Carolina School of Law, where he developed a passion for mentoring the next generation of great attorneys. A native of Charleston, South Carolina, Winston holds a law degree from Indiana University School of Law—Bloomington and a bachelor’s degree from South Carolina State University.
